Job Summary:

Under limited to broad supervision, the Human Resources Director will plan, lead, direct, develop and coordinate the policies, activities, and staff of the Human Resources (HR) department for Gateway Community Service Board (CSB), ensuring legal compliance and support for implementation of the agency’s mission, vision, values, goals and objectives. Gateway CSB is a leader in providing comprehensive community services for mental health, substance abuse disorders, and developmental disorders for an eight-county area inclusive of Savannah, Brunswick, and Georgia’s Golden Isles and Lowcountry.

Duties and Responsibilities:

  • As a member of Gateway’s Executive Team, collaborates with senior leadership to understand, develop and implement the agency’s goals and strategy related to staffing, recruitment, and retention.
  • Plans, leads, develops, coordinates, and implements policies, processes, training, initiatives, and surveys to support the agency’s human resources compliance and strategy needs.  
  • Administers and oversees the administration of human resources programs including, but not limited to, compensation, benefits, and leave; employee relations and disciplinary matters; conflict resolution and mediation; investigations; performance and talent management; productivity, recognition, and morale; occupational health and safety; and training and development.
  • Identifies staffing and recruitment needs; develops and executes best practices for hiring and talent management.
  • Conducts research and analysis of agency trends including creation/review of reports and metrics from Gateway’s human resource information system(s), and talent and learning management systems.    
  • Monitors and ensures agency compliance with federal, state and local employment laws and regulations, and recommended best practices; reviews and modifies policies and practices to maintain compliance and leading edge approaches.  
  • Directs staff engaged in administering Gateway’s human resources-related programs, policies, procedures, and activities. Assist staff with problems encountered and observes for accuracy and completeness of work performed and results achieved.
  • Oversees the effective administration and communication of all employee benefit programs for the organization including health insurance and other flexible benefits programs, workers' compensation, unemployment compensation, Employee Assistance Programs and other agency programs.
  • Provides information and advice to employees, supervisors and managers regarding employee relation issues, the grievance process and personnel policies, practices and regulations. Provides support and technical assistance regarding progressive discipline. Oversees the agency’s EEO program.
  • Serves as a liaison and oversees information provision to staff and outside agencies. Resolves difficult and sensitive personnel matters.
  • Oversees and/or coordinates the agency training program. Directs staff engaged in the design, development, implementation and evaluation of training strategies, and coordinates with Compliance team as applicable.
  • Maintains knowledge of current trends and developments in the field by reading appropriate books, journals and other literature and attending related seminars and conferences. Applies pertinent new knowledge to performance of other responsibilities.

Required Education & Experience:

Completion of an undergraduate degree in Human Resources, business administration, education, the social or psychological sciences or a related field at a four year college or university and five years of professional-level personnel experience in a lead worker or supervisory capacity, or as a Human Resource Manager or higher responsible for managing the entire HR program. Preferred Qualifications: Master’s degree in a related field and SHRM-CP/SHRM-SCP or PHR/SPHR certification.

Work Environment:

This job operates in a professional office environment.  This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.  Some minor travel may be required.

While performing the duties of this job, the employee is regularly required to talk and hear.  This is a largely d\sedentary role; however, some filing is required. This would require the ability to lift files, open cabinets and bend or stand on a stool as necessary.
